Recruitment involves seeking and attracting a supply of people from which qualified candidates for job vacancies can be selected.
If an organization has been doing an effective job of selecting employees,one of the best sources of supply for job openings is its own employees.Promotion from within is a policy many organizations follow.In fact,some of the best-managed organizations,such as Delta Airlines and IBM,have a strict promotion-from-within policy.
Promotion from within has several advantages.Since the human resources department maintains a file describing the special skills and other qualifications of all employees,its records can be quickly screened to determine whether any employees are qualified for a job opening.The use of current employees to fill job vacancies is a relatively inexpensive method of recruitment that also contributes to employees’ morale.
On the other hand,business companies or organizations should be fully aware of disadvantages of this policy,for instance,the tendency of individuals in a hierarchy to rise to their levels of incompetence and the inbreeding of ideas.However,knowing the present skills of employees and knowing the skills required by a new job can minimize the occurrence of the tendency.Caution must be taken to ensure that new ideas and innovations are not stifled by attitudes such as “We’ve never done it before” or “We did all right without it.”
