I think both he was heard sing or he
was heard to sing are correct,is that
so?

leave 和 sing 不是一类动词.你应该明白这点
leave 是瞬间动作,不能有表示持续性的含义,这类动词的-ing 形式是表示将来的意思
即:i am leaving. 不是我一直在离开 的 意思, 而是说 我将要离开
,其他如:go,come,etc.
sing 是可以有持续性意思的,表示“一直”
如:i am singing. 就是说 我一直在唱歌.
然后再然就你的问题,就easy 了.
个人建议:使用字典是好事,但是别死搬里面的规律,有时候需要你灵活运用.
