2方面区别：
1、 if “如果”，whether“是否”，在条件状语从句中，只能用if“如果”，whether不用。例如：
If it rains tomorrow, I will stay at home.
2、 If “是否“， whether “是否”，在宾语从句中，都可以使用。但是记住whether大于等于if，2个选项都有的话，选择whether绝对没问题。因为个别的宾语从句，不能用if。例如：
I don’t know whether he will come or not.
在表语从句和主语从句中，只用whether不用if表示“是否”：
My question is whether he will come on time。
