其实非谓也是动词,是动词就有自己的时态和语态,根据逻辑主语判断语态,根据语境判断时态
比如这两个句子

第一句话意思是,被那只狗咬了两次（已经咬过）,他拒绝送信
第二句,正在被那只狗咬,邮递员呼救.
