The unemployment reduction policies essentially consisted of encouraging certain groups to withdraw from the labour market,on the one hand by means of retirement or early retirement measures for older workers and by raising the school-leaving age for young people and,on the other hand,through job-sharing schemes and shorter working hours,especially through the wider spread of part-time work.This meant that the older and younger groups were no longer numbered among the active population.Female employment rose substantially,although women still earned less and had lower job status.At the same time,more emphasis was placed on measures designed to lower the cost of labour,in particular by reducing social security contributions and focussing on the vocational training of jobseekers and the creation of subsidised jobs.Employment subsidies,vocational training and support for jobseekers were the measures mobilised by the authorities to assist the recipients of welfare support (unemployment bene-fits,minimum earnings or social assistance).These are what we call active employment poli-cies.We shall use the term activation to refer to the reallocation of the amounts set aside for allowances aimed at getting people into work through recourse to support measures,incentives and penalties for the people towards whom the measures were directed
